The information collected in support of this report was captured on a daily basis between March 28, 2020 and December 31, 2021. It began with six (6) service providers, namely: Avantel, Claro, ETB, Movistar Tigo, Virgin Mobile; then in October 2020, Móvil Éxito was included, in March 2021 Buenofon and finally Wom as of April 2021, to reach a total of nine (9) operators.
According to the report, in the postpaid mode, corresponding to plans offered by five operators: Claro, Movistar, Tigo, Avantel, ETB and Wom, we find that:
Between March 2020 and December 2021, the total number of plans offered was reduced from 61 to 45. This decrease was presented taking into account that the voice-only plans (minutes) went from 22 plans to only 1.
The “All included (voice, data and SMS) without unlimited data” plans grouped 22 monthly plans on average and the “All included with unlimited data” plans included an average of 10 monthly plans.
Movistar was the first operator to launch plans with unlimited data (June 2020) with prices below $100,000 pesos per month, while Tigo increased the amount of data included by 400% on average, maintaining the prices of the plans for the user.

Regarding the prepaid modality, the operators that offer these packages and were analyzed correspond to: Claro, Movistar, Tigo, Avantel, ETB, Wom, Buenofón, Móvil Éxito and Virgin Mobile.
Between March 2020 and July 2021, more than 170 plans were offered, tripling the number of plans offered in the postpaid mode.
The most common packages in the 22 months of observation were those that included the provision of minutes, SMS and mobile internet, also called “All inclusive without unlimited data”, which grouped an average of 80 monthly packages.
Between March 2020 and December 2021, the Voice and SMS packages went from 18 to one (1). Meanwhile, SMS-only packages (there were 23 plans) were no longer offered.
This modality introduces an additional element that differentiates each one of the packages, and it is the period of maximum consumption of the capacities purchased in the packages. In December 2021, the terms with the largest number of packages were 30 days (46 plans), 7 days (25 plans) and 1 day (18 plans).
